The Super-Highway of Numbers
A Proposal for the Productive City or Country of the third world for 21st Century.
Key concept:
Am from a third world city and country where corruption is institutionalized from the top to bottom level, from capital to small districts. That’s why people s money is embezzled by a portion of Govt. officials along with some beneficiary general people and in private sector, by a portion of corrupted employer/employees. In effect our country/city infrastructure/ services are not growing in that pace which we dreamt off.
My concept generates from this shortcoming and I like to device some methods to overcame or at least to lessen this issue to grow our country/city of our dream. These methods might take a long-term duration within 21st century.
Abstract: This proposal is for searching some methods to deal with the third world country’s corruption pitfalls on taxpayer’s money which in turn affect the country/city s growth. The method comprises of some discreate methods is named here as “The Super-Highway of Numbers”.
These people of Bangladesh are giving taxes to change their destiny but will it happen and but when because the corruption scenario for a third world country is simply a rotten egg metaphor. Every sector is lacking of facility and infrastructure due to the corruption.
The people, the great mass is the owner of a country where they live and share their small amounts to their state economy. So always it is the people’s money to run a country, not of any individual and it is clear that no individual is capable to have such a great amount of money or ability to run any state. State is always a cumulative effort. But the irony is that, the owners i.e., the great mass people being kept in black and the destiny of some corrupted people (those who are appointed by the great mass to run the state for a specific time) always show their pities (!) seeing their employer s in a such condition on the train!
Money for Taxes comes from the great mass.
The great mass People’s Money might be under corruption. To avoid corruption, I suggest that, money could be transformed into a digital chip and after the payment of the taxpayers, this payment data should go through public-private digital database centers, then finally to the State accounts.
Digital Chip as money.
Digital form of money will be easier to handle, will remove the necessity to carry or store a lot of papers as money cause a chip could contain a large amount of money in number form. The big problem with the paper money is that, once the money is in hand, anybody can claim it of his own whether it is corrupted or not. But it is difficult to being an owner abruptly for digitized money because any transaction from this chip will require some biometric identity verification along with other money related security parameters. the Digital Centers in number format. This tax money could be called as number-money or Num-money or in very abbreviated form as- “Num”.

The digital database centers will produce all information about the numbers as tax and these databases should be accessible by the tax payer peoples. The numbers will be then submitted to the Govt. tax collection points while keeping records of biometric identity information of the transaction related personals.

Both the collection and claiming of taxes must be digitized with proper security for handling any transaction. The collected tax in number format(Num-money) then will be transferred to the Govt. Banks. Further the whole process up to this point will be under observation of both Govt. and private auditing institutions as well as corruption mitigation institutions and other voluntary auditing organizations.
With the information of numbers as tax money from tax units, Govt. will then make the budget for various sectors.
Budget allocation with this Num- money will be taken in concern by the Parliament.

Implementation:
The collected Num-money now will be used for various sectorial development and here a construction development is taken into account as an example to adapt various methods for mitigating corruptions. Other sectorial development might need different methods to mitigate corruption.
There are lot of stages in a construction project like from tendering to recruitment, selection of human resource to materials etc. and thus there are also a lot of stakeholder s for the project/s. Some major stages like recruitment, tendering, progress report etc. need to be recorded and published for the monitoring of the third parties from Govt. or private sectors.
Some futuristic appliances could be developed in monitoring the whole construction project to avoid corruption in various stages:
Use of BIM along with various methods of 3d scanning to report progresses according to time. The present 3d scanning could be developed into μ-scanning which can pass through any object (a very visionary hope) and can generate the in-built situation as progress report.
Use of on-site large stationery check-boxes with scanning, testing and weighing facility to monitor the quality and quantity of the supplied materials.
Use of inseparable visionary Nano chip incorporated like seeds into the body of any type of factory made materials, which could be read with the scanning devices to know the factory made information including quality, quantity and expiries.
Use of various digitized methods to control human resources need to be used.
All that above information need to be incorporated with the invoices, bills etc. for proper time dependent payments. The payment system should be mostly autonomous and it will pay someone only and only through analyzing the above information.
Conclusion:
In third world countries, there are lack of interest is observed among the great mass or owners of the state in paying taxes due to the corruption and thus the development is slow and merely noticeable in time.
If taxpayers i.e., the owners of all public systems of a country could know, where and how his/her taxes are going to contribute in any development project/s for their country/cities and if it is assured as away from corruption, I think, everybody will feel their dignity in improving the country/city s status. As well as a portion of the owners who are eventually employed by the general great mass of owners (here some of them on the train!) to run the State, will be at ease to carry out the development.
There might be many dispute or varying reports of auditing on the same project/s, could be generated or proclaimed by the various types of monitoring organizations and these disputes should be resolved by the Judiciary department of the state.
Though the methods are very visionary and difficult to device, still If such a crystal clear “Super Highway of Numbers” could be established, human civilization would have an another step towards “Machine-Age”.
